The problem lies with the settings of IIS 7.0 or higher.
Open IIS>>Application Pools>>DefaultAppPool, then double click to open "Edit Application Pool" window and change "Managed Pipeline Mode" from "Integrated" to "Classic". This will resolve mscaptcha & rewrite url problems.
